MR. CHAN CHOI-HI, Vice-Chairman of the ADMINISTRATION SELECT Committee, replied as follows (in Cantonese):—Mr. Chairman, Mr. Chiang's question is in six parts.

The first part of the question asks about the principles adopted in posting a staff member to a workplace in a particular district. The general guidelines for the posting of members of the Municipal Services Grades have been formulated by the Joint USD/RSD Committee on Personnel Matters after detailed discussion. All members of the Municipal Services Grades may be deployed to work under the Urban Services Department or the Regional Services Department.

In posting a staff member to a workplace in a particular district, the principal consideration is the service needs, such as to fill a vacant post, to bring staff's abilities into full play so as to provide the best service to the public, or to assess the abilities of the staff in performing duties of different posts as recommended by the promotion board. The ultimate aim is to provide the best services to the public by allowing staff to demonstrate their abilities in various posts. Moreover, the distance between the residing districts of the staff and the workplaces will also be taken into consideration. The Department will, as far as possible, post staff members to workplaces where they need not travel long distances and less travelling expenses are required, provided that public interest would not be jeopardised.

As for members of the other grades, such as General Grades and the Model Scale I grade, and staff who work in the Department on secondment, their postings are directly arranged by the Appointments Section of USD and the heads of their respective departments in accordance with the above guidelines. If necessary, the Department will negotiate with the heads of departments/grades concerned on matters relating to their postings.

The second part of the question asks whether the Department has a mechanism of `posting staff members to workplaces near their residing districts whenever possible'. In making posting arrangements, the grade management concerned will, in accordance with the above principle, post staff members to workplaces near their residing districts as far as possible.

The third part of the question asks whether staff members may request or apply for posting to a particular district. Staff members may request for posting to a particular district for personal reasons, such as their residing places or special family circumstances. The grade management concerned will consider the reasons of their applications and make early arrangements in the light of operational needs and the chronological order of applications.
