The minutes of the meeting held on 13 October 1998 were confirmed.

II. PAPERS LAID

The following paper was laid: Report to the Provisional Urban Council by the Secretary, Provisional Urban Council, for the month of October 1998.

II. QUESTIONS

Chairman (in Cantonese): The first question should be raised by Mr. WU Chi-wai, but he has not yet arrived. Maybe we can now jump to question two to be raised by Mr. CHIANG Sai-cheong. Will Mr. Chiang ask his question, please?

(2) MR. CHIANG Sai-cheong asked the following question (in Cantonese):

With regard to postings of staff members of the Urban Services Department, I have the following questions:

(a) When the Department employs its staff, what principles are adopted in posting a staff member to a workplace in a particular respective district?

(b) Does the Department have a mechanism of 'posting staff members to workplaces near their residing districts whenever possible'?

(c) Can staff members request or apply for posting to a particular district?

(d) When staff members are transferred for operational reasons (other than for promotion), will the Department post them to a new workplace as near to their residing district as possible?

(e) If staff members are posted to workplaces relatively far from their residing districts, will they be given travelling allowance? If yes, what is the expenditure in this regard during the year 1997/98?
