Mr. Ronnie WONG MAN-Chiu, Chairman of the Recreation Select Committee, replied (in Cantonese):—Mr. Wu's question is in three parts. The first part asks whether the Department has any policy on the allocation of playing time for each sport in indoor games halls and the principles for such allocation.
To enable flexible use of the multi-purpose arena of indoor games halls and to enhance the utilization of indoor games halls, no fixed playing time slots are set by the Council for different types of sports pursued in the multi-purpose arena of indoor games halls. All facilities in the indoor games halls are available for advance booking by the public on a first-come-first-served basis.
The second part of the question asks whether the Department has formulated rules requiring the basketball court users of indoor games halls to book the entire hall, and whether the Department will consider changing the policy to allow the users to book only half of the hall in order to increase the utilization rate of the venue.
To ensure the safety of the users of indoor games halls, the multi-purpose arenas of UC indoor games halls are provided with dividing nets to separate the playing areas for different ball games to avoid accidents. However, if users are allowed to book only half of the basketball court for basketball activities, the Council has to set up a dividing net in the middle of the court to protect the safety of other venue users. In that case, if the remaining half of the court is used by other venue users for another kind of activity, such as badminton, there would not be enough space to serve as a buffer zone. So far, the Department has not received any request from the public for booking only half of the basketball court. Hence the Department will not change the existing policy to allow users to book only half of the basketball court for basketball activities.
The third part of the question asks whether the Department had received, in the past three years, any complaint lodged by the public about dilapidation of the Council's recreational facilities such as the mottling of the surfaces of Tung Chau Street Park's tennis courts or insufficient illumination of the floodlights at Kowloon Tsai Park's tennis courts. It further asks whether the Department has adopted any policy on the renovation of facilities and on what principles the time of renovation is decided.
In the past three years, the Department had occasionally received complaints from the public about damages of recreational facilities or the unsatisfactory condition of venues managed by the Department. Upon receiving a complaint, the Department will immediately deploy its staff to carry out on-site investigation. If a valid case is established, the Department will ask the contractor responsible for repair and maintenance to carry out repair works or take other follow-up actions immediately.
