(d) If the temporary staff are dissatisfied with the Department/superiors, what complaint or appeal channels do they have?
Mr. Suen Kai-cheong replied as follows (in Cantonese): This four-part question is about the employment of temporary staff by the Urban Services Department.
The first part of the question enquires about the total number of temporary staff being employed by the Department and the various details concerning such employment.
At present, there are 1,693 temporary staff under the employ of USD. Most of them work on a part-time basis, while only a small number of them have fixed working hours. The part-time temporary staff include ushers, coaches, and assistants of cultural and recreation activities, ticketing staff, and library assistants, whereas those who have fixed working hours are officers responsible for coordinating museum and cultural activities, temporary workmen, and technicians. The temporary staff are deployed to work in various cultural activities venues, indoor and outdoor sports grounds, parks, swimming pools, museums, libraries, and district offices. Their salaries are set at the starting point of the pay scales of corresponding civil service ranks according to the guidelines given by the Civil Service Branch, whereas leave and other benefits are provided in accordance with provisions of the Employment Ordinance.
The second part of the question asks under what circumstances would the Department employ temporary staff and how long they have served in the Department.
Generally speaking, the Department will employ temporary staff under the following circumstances:
(i) For some full-time or seasonal jobs, it would be more appropriate to employ part-time temporary staff only when the need arises rather than employing permanent staff. Such posts include ushers in UC venues, instructors of summer activities, and temporary staff for libraries and swimming pools during peak hours.
(ii) It would be necessary to employ temporary staff when there are temporary vacancies in the permanent establishment. Circumstances include the temporary vacancies which arise before the recruitment exercise for permanent staff is completed, or when the Department has a plan to contract out certain services, the posts need to be filled temporarily by temporary staff. Such temporary vacancies in the permanent establishment would have to be filled by temporary staff.
As to whether the contracts of temporary staff are renewed upon expiration, it mainly depends on the actual operational needs at that time. Among the existing 1,693 temporary staff, 1,038 have their contracts renewed within the past two years. And among these 1,038 staff, 235 are temporary staff having fixed working hours, 168 of them...
