Department handles matters and the long period of time needed to carry out repair. I just wonder how long it will take for repair work to be completed.

The third question concerns paragraph 13 of the reply document. My question is more or less the same as that raised by another Member. Certain facilities are still uncompleted and several months have elapsed. How much longer does the work take? I am quite concerned about this.

MR. RONNIE WONG MAN-CHIU (in Cantonese):—I will answer the second question on how long it takes to complete the work. The question is more or less the same as that put up by Mr. Li. In any case, it will be handed over to the relevant Committee for follow-up. I hope the work will be completed soon.

Addressing Mr. Chow's first question, I gather it is a matter with the choice of words. Depreciation is an accounting term. As for wear and tear, it is directly related to usage. We have to read on to the paragraph that follows. Improper use by swimmers is also a factor of wear and tear. Therefore, I feel that wear and tear is directly related to usage. The more facilities are used, the faster the process of wear and tear. On the other hand, this proves that the pool usage rate is high.

Concerning the time needed for emergency repair as raised by Mr. Chow, all along, the Council and the Department have been asking questions about the work of the Architectural Services Department. We want to handle a large part of repair work ourselves without referring to that Department. In fact, this is a long standing problem. I want to be able to discuss this at the Recreation Select Committee or any other relevant Committee so that we can deal with the problem together. For example, the Capital Works Select Committee chaired by Mr. WONG King-cheung is a suitable forum to tackle the progress of emergency repair.

(8) Ms. GRACE AU YUK-HAR asked the following question:—

'As regards the employment of temporary staff by the Urban Services Department (USD), I have the following questions:

(a) Please list out the total number of temporary staff employed by the USD, their positions, designated offices, the method for determination of their salaries, and their fringe benefits.

(b) Under what circumstances will the Department employ temporary staff and renew their contracts? In the past two years, how many temporary staff have had their contracts renewed? How long have these staff served in the Department?

(c) In the past two years, how many work injury cases were there which involved temporary staff? How many temporary staff still have their contracts renewed while sustaining work injury or after having taken work injury leave?
