promote the local art. Besides, the Museum of History, the Hong Kong Film Archive and the Museum of Coastal Defence which commenced construction in 1995, 1996 and 1997 respectively, are scheduled for opening in mid and late 1999.
## Libraries
To further improve our library service, 16 PUC small libraries have, since mid August last year, extended their opening hours to 7 p.m. on weekdays and remained open during lunch time. The Council has also planned to further extend the opening hours of all libraries in 1998, namely, extending the opening hours to 5 p.m. on Sundays and 9 p.m. on weekdays.
With the installation of the on-line catalogue of the Council libraries on the internet in October 1997, readers are able to have access to library stock information and other information, as well as effecting renewal of library materials through the internet. Telephone renewal of library materials was also introduced in the Council libraries in October 1997.
The Hong Kong Central Library is now under construction, and is scheduled for completion in late 1999 and opening in mid 2000. The stock list and facilities for the Library as set out in the Five-Year Plan have been approved. Plans and drawings on the design of each floor of the Library, telecommunication network design and other details will be discussed by the Council during this year.
## Culture
The Council continues to present a rich diversity of quality cultural programmes to the people of Hong Kong. To give local artists more exposure, over 70% of the programmes presented last year were performed by local artists.
Last year, a Chinese Opera Festival was organized for the first time, with 18 visiting groups and 26 local groups being invited to give opera performances originated from different parts of China. This was hailed as the largest operatic event ever held in Hong Kong and its various programmes drew about 150,000 spectators and participants.
## Other Municipal Services
The Urban Council Chambers Exhibition Centre, located on the ground floor of the Urban Council Chambers, will be open to the public in early 1998. Photographs showing the Council's history, models of the Council's major capital works projects and buildings, materials on the Council's existing services and activities, as well as Councillors' brief biographies, will be on display, and the exhibits will be replaced regularly. An information kiosk is also provided so that the public can have access to information on our services. This Exhibition Centre will help to exalt the Council's image as it facilitates public recognition of its history, operation and services.
