HONG KONG URBAN COUNCIL

body consisting of environmental, landscaping and horticultural experts was also set up by the Council's Working Group on the Greening of Hong Kong to provide more professional advice on relevant matters.

The fourth part of the question concerns urging the Government to appoint Urban Councillors to be ex-officio members of the Government's advisory bodies on environmental protection. The Council has no plan to urge the Government to consider appointing Urban Councillors to be ex-officio members of the Government's advisory bodies on environmental protection for the time being because the Government has already appointed Urban Councillors to be ex-officio members of such advisory bodies in the past few years. At present, Mr. Pao Ping-WING is a member of the Advisory Council on the Environment whereas I myself am being appointed Chairman of the Environmental Campaign Committee.

The fifth part of the question is about the formulation of 5-year plans and strategies on environmental protection. In the Urban Council 5-year plans, there are set strategies and objectives for city greening and conservation which include:

  • Continue to carry out the work on urban greening;
  • Enhance public awareness on environmental greening through the Green Hong Kong Campaign and other educational activities;
  • Maintain the conservation work at the Hong Kong Zoological and Botanical Gardens, Hong Kong Park and Kowloon Park at a high level;
  • Set up additional conservation facilities, including a sanctuary for wild birds in Wang Tau Hom Park and an ecological park at the Jordan Valley landfill site.

Apart from greening, matters pertaining to air, water, noise, waste, energy and ecology are also areas of environmental protection. The formulation and implementation of policies and plans for these areas are under the terms of reference of the Environmental Protection Department, and do not directly involve the Urban Council.

MR. CHAN CHOI-HI (in Cantonese):--I have two follow-up questions. In paragraph 3 of the reply document, organic plant material is mentioned. I would like to obtain more information on this from Mr. Wong after the meeting, including quantity and distribution. That is my first question.

My second question has to do with paragraph 6 of the reply document on plans and strategies of environmental protection. From the reply document, it can be seen that the objectives are already being implemented. What I want to know is whether there are more detailed plans devised by different committees for the next five years. I mean to say that more detailed environmental protection plans built on existing foundation should be devised on the Council's initiative. For example, we will be discussing government's waste reduction programme. I think we should play a role in the next five years, and my concern is that the Council
