(b) In the past three years, how many tonnes of soil were used for planting? How much are they worth? Is organic soil used for planting in the Council's parks?
(c) Apart from inviting green groups and experts to attend meetings, will the Council consider setting up advisory panels on environmental protection and horticulture for giving expert advice on other facilities under the Council?
(d) Will the Council urge the Government to consider appointing Urban Councillors to be ex-officio members of the Government's advisory bodies on environmental protection?
(e) Will the Council formulate 5-year plans and strategies on environmental protection? If yes, please detail the direction and goals.'
MR. RONNIE WONG Man-chiu, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied as follows (in Cantonese): The question asked by Mr. CHAN falls into 5 parts which include setting up 'Conservation Corners' at UC parks, soil used in the parks, setting up advisory panels on environmental protection and horticulture, urging the Government to appoint Urban Councillors to be ex-officio members of the Government's advisory bodies on environmental protection, and formulation of 5-year plans and strategies on environmental protection.
The first part of the question concerns the setting up of 'Conservation Corners' at UC parks. Apart from the existing 'Conservation Corner' at the Kowloon Park, the Urban Council is considering setting up such facility at the Lei Yue Mun Park and other suitable parks. We have plans to enhance public awareness on environmental protection through setting up natural habitats for wild animals and providing educational materials for the public, and to use living examples to illustrate the importance of plants, animals, habitats and the ecological system, as well as the way to protect nature. Facilities in the 'Conservation Corners' include:—
(a) natural habitats made of appropriate species of plants to provide protection and food for wild animals;
(b) display boards and labels containing information on plants, wild animals and ecological system;
(c) 'Green Messages' relating to environmental protection; and
(d) setting up exemplary facilities on organic horticulture where appropriate.
The second part of the question asks about the soil used in parks. Over the past 3 years, 2,000 m3 natural soil, which costs about $120,000, were used in UC parks for planting. Organic plant material is also used,
The third part of the question concerns the setting up of advisory panels on environmental protection and horticulture. Apart from inviting environmental bodies and experts to attend meetings in order to seek their advice, an advisory
