The following paper was laid - Report to the Provisional Urban Council by the Secretary, Provisional Urban Council for the month of November 1997.

III. QUESTIONS

(1) MR. DANIEL TO BOON-MAN asked the following question (in Cantonese): Recently, there have been press reports concerning the Urban Services Department dismissing a missing staff member for reasons of his 'absence from duty without permission'. Regarding such reports, as far as the general execution of policy is concerned, I have the following questions:

(a) When the Department finds that its staff are 'missing' whilst on duty, how will it handle the matter?

(b) Under what circumstances will the Department issue a letter on 'absence from duty without permission' to its staff?

(c) Under what circumstances will the Department withdraw the above-mentioned letter?

(d) What criteria are adopted by the Department to determine whether its staff are 'Killed on duty'?

(e) In handling the above-mentioned matters, what regulations and procedures are followed by the Department?

(f) What measures are adopted by the Department to ensure the safety of staff when they discharge their duties in desolate rural areas?
