confined to telephone communication between the Chairmen of the two Councils.
Moreover, a permanent mechanism should be in place to act as a bridge between the two Councils. In strengthening the communication and cooperation between the two Councils, Members and staff of the two Councils should be involved. Their duties may include:
(i) promoting exchanges of resources and information between the two
Councils;
(ii) determining the indicator of cooperation between the two Councils; and (iii) monitoring the policies of the two Councils, such as the formulation
and implementation of the municipal services ordinance.
In the long term, the SAR will need only a two-tier council system, as Mr. WONG Kwok-hing has just mentioned. But I consider that we should not be afraid of being reviewed by others. There are certain rules in the development of history. Legislation takes time. Meanwhile we hope that through the establishment of a mechanism for liaison and communication, the two Councils may reduce wastage in resources and manpower.
Mr. Chairman, with these remarks. I put forth the motion and hope that every colleague who is present will support me. Thank you.

Ms. JENNIFER CHOW KIT-BING (in Cantonese):-Mr. Chairman, as Mr. Mox Ying-fan said just now, I too consider that a lot of what is happening now need to be improved. Whether in resources, manpower and materials, there should be improvement and maximization of use.
We are certainly in support of the spirit behind the motion, but we consider that the form of improvement should not be confined to the pursuit for a mechanism of communication and cooperation. The level should be escalated. The timing of the motion has coincided with the Chief Executive's mentioning the need to review the district organisations, which makes the motion debate even more meaningful. It also shows that Members of this Council are very sensitive to the voices of the community, so much so that the idea of promoting communication and cooperation between the two Provisional Councils is brought up. The Government has already laid down the timetable for consultation to tie in with the election. Accordingly, the subject matter of
