have been in existence for a long time but they seem to be getting out of control these few years. There is some difference in the progress of the two councils in handling this problem. The Regional Council claimed that there was already in place a sound ordinance, which had been implemented effectively for years and hence should be left alone, and eventually it was implemented as usual. On the other hand, the Urban Council discussed the issue of controlling wax-melting this year. The regulations laid down by the two Councils eventually were different. I consider that the policies on the management of the parks under our control are basically the same, but there are no exchanges and communication between the two Councils and the working experience of both Councils is wasted. I think that those residents living in the New Territories might find that they were luckier while those living in the urban area might find that they were badly off because wax-melting was not allowed in the urban area.
The fifth point is about the issue of unlicensed food premises and unlicensed restaurants. It was just discussed that the problem of food hygiene had been a concern of the public in recent years. Under the Regional Council Ordinance, once an unlicensed restaurant is prosecuted, closure might be filed for, but as for the Urban Council, as Members just noted, a decision has yet to be made. We are still waiting for the Director of Urban Services' consideration as to whether she is willing to give her consent. This is another example of in-coordination.
The sixth point is about the settlement of hawkers. As hawkers are at present managed by the two Councils separately, even if there is a need to displace the urban hawkers because of redevelopment or other reasons, it is not possible to relocate them to areas under the management of the Regional Council. As a result, there is the problem of imbalance in resource allocation. The several examples cited just now, which ranged from cultural and recreational activities to market management, are just a small component of the entire problem of non-communication between the Provisional Regional Council and Provisional Urban Council. Although I have given some examples, I believe that Members who are going to speak later might be able to cite more.
Such a situation has fully reflected the lack of communication and cooperation between the two Councils. We should solve the resultant problems as soon as possible, or else the taxpayers' money, Members' efforts as well as the manpower and resources of the two Departments would continue to be wasted.
I therefore propose that the two Councils should strengthen the ways and mechanisms of actual communication and cooperation. As a start, I consider that the Chairmen and Members of the two Councils should actively communicate with one another more, get to know one another and exchange their experience with one another. Certainly I don't agree that this should be
