the Democratic Party was the only model in the Council. In this connection, I feel obliged to rebuff him.
Firstly, he said a lot of Members made phone calls and read newspaper without paying attention to the proceedings. I think this is ridiculous because on several occasions, the person moving the motion practiced Chinese calligraphy, and wrote Christmas cards at meetings. This was reported by the press before. Why didn't he examine himself instead of criticizing others on the radio?
Secondly, it was commented that all the committee chairmen failed to chair their meetings orderly in that they let members speak according to their favour and took more care of those in their cliques. I believe that by not being present at the Performing Companies Sub-Committee meeting chaired by me today, Mr. Li Wah-ming missed a good chance to learn from me. I don't think that all the persons chairing meetings are the same. There are a lot of colleagues who chair their meetings with efficiency and adequate control over the progress like me. I think he should join our meetings and see for himself how to chair meetings of a high standard.
Thirdly, he said that while meetings were going on a lot of Members interposed without good reasons, upset the order and spoke without good reasons. Members may recall normally who they were. Most of them were former members or good friends of the Democratic Party. Mr. Chairman, the Vice-Chairman (Vice-Chairman) and the Chairman, Dr. Ronald LEUNG, are experienced Councillors and many of those who are present were already Councillors before we joined the Council in 1995. Why was the Council's image then better than the present one? Has the image deteriorated because a lot of Democratic Party members have joined in and become the major party in the Council? Why don't they review themselves?
Mr. Chairman, about today's motion, in fact I doubt very much the sincerity of the mover. Was it aimed at attacking the other parties and Councillors? Mr. Chairman, with these remarks, I wish to express my disappointment at this motion of the Democratic Party.

Mr. Li Wah-ming (in Cantonese):—Mr. Chairman, I need to clarify because someone has deliberately distorted what was said in my speech.
First of all, I did not say 'all the chairmen', but if Mr. Christopher CHUNG Shu-kun wants to include himself, I could but express my regret.
