HONG KONG PROVISIONAL URBAN COUNCIL

Department should examine itself. Both the Council and the Department have some burdens and the public has the impression that we are not enterprising enough. All this should not be carried forward to the 21st century.

I therefore hope that the Chairman will lead us towards an effective leadership and effective monitoring, so as to create a good image for the Council. Thank you, Mr. Chairman.

Mr. Joseph Lai Chi-keong (in Cantonese): Art originates from the people and objects of art are the crystallization of the people's thoughts. To have objects of art displayed in places easily accessible to and frequently visited by the people has been the Democratic Party's stand and this promotion of visual arts is also a responsibility of the Council which cannot be shirked. Accordingly, in the last session, we endorsed a motion at a monthly meeting to make the best use of the space available in the Council's facilities for the display of objects of art and museum collection items so that the public may appreciate the result of our arduous efforts.

To make these collection items accessible to the community again has been the inseparable duty of the Democratic Party. It is also the goal we strive for. I therefore feel that as far as this is concerned, doing the job alone is by no means adequate. We must involve others as well. We must let the Hong Kong Government know that Hong Kong is not just a place for moneymaking. It is a place with a strong cultural atmosphere, where there are a lot of artists who are creative and are enjoying immense freedoms of creation and thought.

Accordingly, we should recommend to the central government that space be made available in the Chek Lap Kok new airport, ferry terminals or even the mass transit systems and interchanges of the various means of transportation for the display of works of art, so that these places are both modernized and classical in temperament. In this connection, the Democratic Party has an important part to play and all Members of the Council as well as those passing the motion in the last session should work together to promote objects of art.

As the spokesman of the Democratic Party on museum services, I am tasked to make known its determination to promote visual arts and make the collection items accessible to the community again.

Mr. Christopher Chung Shu-kun (in Cantonese): Mr. Chairman, when I heard Mr. Szeto Wah mention being accommodating and move the motion, I thought the Democratic Party had changed by becoming more friendly and being able to get along with others, but very soon I heard his seconder, Mr. Li Wah-ming, attack the Council by making use of a number of Councillors, citing various examples of misconduct at meetings. When I listened to the radio this morning, I also heard him mention mainly that there were a lot of problems with the Council. I think he was trying to create the impression that
