Let me describe in brief some of the survey findings so that you can share them with us. The survey was conducted for three days from 2 to 4 September. We interviewed 733 people in a telephone survey using the voice computer.
There were five to six questions in the survey. In the first question, we asked them, 'What is your overall impression of the Urban Council's public image?' The results were that 6.1% considered it very good; 20.9%, good; 60.6%, so-so; 9.8%, poor and 2.6%, very poor. In general, members of the public considered the Council's public image so-so.
In Question 2 we asked, 'Do you consider meetings of the Urban Council orderly?' The answers were: 20.2% for "yes", 23.7% for 'no' and 56.1% for 'no comment'. In other words, more than half of the respondents considered that our meetings were not too orderly.
In Question 3 we asked, 'Are you satisfied with the performance of the officials of the Urban Services Department?' The results were that 15.3% considered it to be satisfactory; 37.4%, unsatisfactory and 47.3% made no comment, indicating that those not satisfied doubled those satisfied.
Then we asked the interviewees, "What is it that you are not satisfied with the performance of the officials of the Urban Services Department?' The answers of the 274 respondents who were not satisfied with the performance were that 11.7% considered their service poor, 39% considered their efficiency low, 38% considered the transparency of their work low and 11.3% chose 'others'.
In Question 5 we asked, 'In which area of service of the Urban Council do you consider urgent improvement is necessary?' We gave them four choices. (1) Street-cleansing, 26.1%; (2) Hygiene of food premises, 40.4%; (3) Hawker control, 19.4%; and (4) Cultural and recreational activities, 14.1%. In other words, 40% of the respondents considered that hygiene of food premises was the area in which urgent improvement was required.
It can be seen from this telephone survey covering a few brief questions that the general public considered the Council's image to be so-so. In particular, there was dissatisfaction with the performance of USD officials in many respects. In fact, the Democratic Party's survey findings were quoted by a Member just now. Apart from encouraging those UC Councillors who are members of the Democratic Party to be reflective, I welcome those UC Councillors present to contribute valuable views on our survey and today's motion debate. It is our wish that we can improve our municipal services, our work be monitored by the public and we can create a good image.
The Democratic Party Councillors will later speak on several areas in the hope that discussions will spark off within the future Council. The areas to be spoken on will range from the Council's public image, powers of the Chairman, order of meetings, performance of USD officials, independence of
