monthly open meetings and meetings of other standing committees have been opened gradually to the public. I believe the fact that we will continue to have a more open, democratic and transparent council was one of the reasons why I was able to join the Provisional Urban Council. I also hope that we can provide more quality services to the three million urban residents in the future Hong Kong society.

Secondly I would like to remind the Chairman of the last paragraph in his Foreword, which says, "In this coming year of change of sovereignty, we can expect the Council to face with more demands. We welcome these challenges and reiterate our resolve to further enhance the Council's services and facilities. With the support of the public, we will continue to deliver our best services to provide a still better life in Hong Kong."

What I want to add most is that on 1 July, the Urban Council became the Provisional Urban Council of the Hong Kong Special Administrative Region of the People's Republic of China and stepped into a new era. I believe that as Members of the Provisional Urban Council of the HKSAR under the Chinese government, all of us, whether new or old members, old sweats or new hands, are all committed to serving the Hong Kong community wholeheartedly, because if we do better in Hong Kong, we will set up a better example for other cities on the Mainland.

There have been a lot of comparatively heated debates in the Council recently. I believe this is beneficial and constructive because if more Members speak out their minds on a certain subject, the Council will have a better direction forward. However, I also hope that Members will share the motto a senior gave me when I joined the PUC. I believe that as members of a Chinese community, we should make reference to this motto, which says, 'It is impossible to meet every wish, but it would do as long as we act on our conscience. It is impossible to realize every wish, but it would do as long as the overall situation is maintained.'

I hope that in the coming years in which I will be working with you all, Members of the PUC will do better for the entire community of Hong Kong. Thank you, Mr. Chairman.

Shortly after resumption of this session, the Democratic Party conducted a survey, which has been covered by some newspapers today. The objective of the survey by the Democratic Party was firstly to provide a basis for the future work of Councillors who are members of the Democratic Party and secondly, to encourage us to carry out self-scrutiny.
