(4) MR. AMBROSE CHEUNG WING-SUM moved as follows:-

RESOLVED that the Council review afresh, as soon as possible, the relationship between the Provisional Urban Council, the Urban Services Department and the Architectural Services Department in respect of capital works, and to: (a) set up under the Council's Capital Works Select Committee, an advisory structure on capital work, comprising non-governmental professionals and academics, to give professional advice to the Provisional Urban Council on the planning, design, cost control, works progress and date of completion of the Provisional Urban Council's capital projects; (b) ensure that the Council can, under fair and open conditions, provide good quality and cost-effective public facilities, satisfying the needs of the public; (c) introduce open design competitions for, or invite advisory architects to present design proposals on large and central municipal constructions with a view to increasing the opportunities of public participation in municipal capital works.

He said (in Cantonese):-Mr. Chairman, my motion today seeks mainly to turn a number of recent issues of controversial nature into concrete working directions. There are two aspects to this motion.

First, I hope to take the first step forward in implementing reforms in the Provisional Urban Council through this motion debate. Secondly, I urge for the setting up of a professional advisory mechanism in regard to capital works.

Let me speak on the direction of PUC reviews first. In the last two and a half years, we saw from work experience that the image of the Council came under severe testing. The emergence of a number of highly controversial issues brought the image of the Council to a low point today. From a report in today's newspaper, we learn that surveys conducted by various groups reveal over 70% of citizens find the image of the Council mediocre or even in the poor category.

Controversial issues include the design and procedures in connection with the Central Library, noise pollution, pitch condition and management of the Hong Kong Stadium, disputes between the Council and the Department and contradictions regarding our cooperation with the Architectural Services Department.

The public generally feels that the Council has upset procedures in executing duties. I do not necessarily agree with the criticism, just that I want to ask for
