(a) Please compare the salaries of the Hawker Control Force with those of the former General Duties Team;
(b) What are the principles for determining the salary scales of various grades of the Hawker Control Force?
(c) What is the evaluation mechanism for assessing the salary level of the Hawker Control Force?

MR. SUEN Kai-Cheong, CHAIRMAN OF THE COMMITTEE, replied as follows (in Cantonese):—This question is in 3 parts and asks about the salaries of the Hawker Control Officer grade.
Let me answer the first part of the question first. The existing Hawker Control Officer grade was established in mid-1993. Before the establishment of this grade, the hawker control duties were undertaken by the General Duties Team which mainly comprised of officers of the Foreman grade.
The structure and salary scales of the Foreman grade are as follows:

MPS point 7 to 11 ($7,720 to $9,875 as at 1992/93) Point 12 to 15 (i.e. $10,490 to $12,280)
Point 16 to 20 (i.e. $12,895 to $15,670)
Point 21 to 25 (i.e. $16,450 to $19,760)
In addition to the monthly salaries, the General Duties Team staff were paid a special allowance. For Foremen to Overseers in the Team, the monthly special allowance was in the amount of $1,479, while for the Senior Overseer, it was $985. This special allowance was paid in consideration of the heavier workload taken up by the General Duties Team staff than the General Foremen and the Overseers in the Civil Service, as well as their special working conditions such as the requirement to work on shifts, to perform obnoxious and dangerous duties in relation to arrest and confiscation actions and to observe a set of strict disciplinary code.
The Hawker Control Officer grade was set up in 1993 to take over the duties of the General Duties Team. Its structure and salary scales are as follows:
