all our markets under planning or construction. Where practicable and cost-effective, the feasibility of installing air-conditioning in the existing markets will also be explored.
To foster a participative approach in the management of our markets, the Council approved in May 1996 the formation of Market Management Consultative Committees, one for each of the 33 major markets. Besides the market stall operators, the membership of these Committees has been expanded to include the local Urban Councillors and District Board Members in the districts concerned. Represented by a wide spectrum of relevant interests, these Committees have been effective in tackling, jointly with the Council and the Department, various problems associated with the operation of the markets.
Public Health
The Council continues its arduous efforts in arousing health consciousness among the public in improving the environment and adopting good hygienic practices.
Members will recall that the Council has acted swiftly in dealing with the two widely publicised incidents regarding contaminated Vitasoy and the mad-cow disease. With the experience gained, the Council has stepped up sampling, inspection and enforcement actions to ensure the safety of food and drink products on sale to the public. Besides, the Department of Health has issued a set of food recall guidelines so that similar problems arising in future could be handled expeditiously and effectively. A Health Education Exhibition and Resource Centre in Kowloon Park will be opened in April/May this year to provide a resource venue dedicated to the promotion of health education and services.
Recreation
The provision of leisure facilities is an important component of the Council's work. A major project currently underway is the redevelopment of the 17-hectare Victoria Park on Hong Kong Island. In October 1996 a Working Group was set up to explore the scale of development, financial implications and implementation plan of the project. The Council initially viewed that the redevelopment plan should be included in the Recreation FYP and tied in with the redevelopment of the Hong Kong Central Library at Moreton Terrace. The historical buildings and scenic spots in the Park would be retained after the redevelopment.
Another project which has also attracted public and media attention is the development of a 1.37 hectare open space at Fung Tak Road, Wong Tai Sin. The proposed development of a traditional Chinese garden, which will bring to life the artistic and architectural achievements of the Tang Dynasty, is scheduled for completion in 1999.
