This afternoon, to start the speeches on our Statement of Aims for 1997/98, I shall highlight a number of our major developments and achievements in the past 12 months. Thereafter, our fellow Councillors will no doubt have a lot to offer on the subject.

Capital Works

Through its Working Group on Capital Works Projects Procedures, the Council has reviewed the planning procedures for its capital works projects to expedite and better manage the works programme. Improvements achieved included:

• reduction of lead time for project design and appointment of consultant architects.

• streamlining the procedures for making connections to public utilities

• preventive measures on project slippage

• closer scrutiny of project progress

During the year under review, 19 works projects were completed and commissioned for public use, at an estimated cost of $1,164.3 million. These included the Siu Sai Wan Sports Ground, two multi-purpose Complexes, one Indoor Games Hall and two Leisure Pools, as well as the re-opening of the renovated Ko Shan Theatre. Furthermore, there are 50 more capital projects either being built or with approved layout plans, at a total estimated cost of $3,595.3 million. Construction works for the Hong Kong Central Library have just begun. I shall be speaking more about them later on. Besides these major projects, the Council has also completed 15 minor works projects and 78 Minor Project Block Vote projects at total estimated cost of $95.1 million. There are 17 minor works projects and 16 Minor Project Block Vote projects under construction, at a total estimated cost of $58.4 million.

Markets

Three new markets and one temporary market were commissioned in 1996, i.e. Hung Hom Market, Smithfield Market, Wong Nai Chung Market and Hip Wo Street Temporary Market. Under the current policy, new Urban Council markets are built on grounds of viability to meet public demand, rather than as a substitute to resite hawkers as in previous practice. Moreover, to provide better environment for shopping in our markets, the Council has adopted a new policy for the provision of air-conditioning system as a standard item in
