He said (in Cantonese):—As Chairman of the Recreation Select Committee, I raise the motion standing in my name:

'RESOLVED that the Public Health and Municipal Services Ordinance (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 5) Order 1996 be made under section 106 of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose is to amend the Fourth Schedule of the Public Health and Municipal Services Ordinance, Chapter 132 to include six new venues viz: Robinson Road/Seymour Road Sitting-out Area, Shek O Beach Sitting-out Area, Sing Woo Road Rest Garden, Siu Sai Wan Sports Ground, Sports Road Garden and Wong Nai Chung Road Crescent Garden; and to delete three existing public pleasure grounds viz: Lei Yue Mun Playground, Po Kong Village Playground and Un Chau Street Estate Playground No. 2.

(2) MR. Francis Tang Chi-ho moved the following motion:-

**RESOLVED** that in order to actively pursue the implementation of the Waste Reduction Plan, the Urban Services Department should examine the feasibility of adopting a 'Priority Purchase Scheme', and be urged to study the feasibility of the following suggestions:

(1) to provide, at an appropriate time, facilities for collecting small refuse items by categories in Urban Council venues so as to complement the implementation of the Environmental Protection Department's strategy in waste recovery; and

(2) to expand the jurisdiction of the Green Manager Scheme in the Department with a view to actively reduce the production of waste.

In addition, the Department should assist in implementing the relevant plans, and make corresponding improvements to the design of refuse collection points at an appropriate time, in order to facilitate 'recovery of waste by categories'.
