ways. First of all, as pointed out by The Hon. Li Wah-ming, it can be a vetting standard for tenders. Those not up to standard or with poor performance can simply be banned from bidding. Secondly, we can set up the system of regular reports to the Council's Capital Works Select Committee so that we can see for ourselves if the contractor of a project has received any warning letter, if there will be delays, if there are problems with workmanship and material. The sooner we know of these things, the earlier we can supervise the progress. As such, elements of the works performance indicator can include the following main factors which are quite close to those of the scoring system of the Works Branch. They are:
(1) works delays
(2) quality of material and workmanship
(3) receipt of any warning letters
The Urban Council should concern ourselves with one thing more. I mean whether a summons or a warning has been issued by the Council concerning violations at the works site. If a Council work site is nurturing insects and mosquitoes because of pools of stagnant water, the Council will be very embarrassed.
Again, I call on fellow colleagues to support our motion so that we can enhance the quality of Council's capital works projects during the run-up to 2000. Thank you.
