We cannot function like the Board of Directors of a private company or a project manager. In a private company, a policy can be changed promptly when the project manager sees problems with it. I call ours a committee monitoring system that is slow to rise up to problems. I refer again to the example of the Jordan Valley Swimming Pool and the replacement of fire protection facilities there. It was dealt with as an individual case and a lot of documents were produced to explain the situation. In fact, officers said in April or May this year that there could be some problems. In June, an emergency meeting was held. It was about four swimming pools-in Tai Wan Shan, Sham Shui Po, Jordan Valley and Hammer Hill Road. After discussions, several pools were opened in mid-July, but one of them, apparently the one in Jordan Valley which The Hon. Li Wah-ming is most concerned about, opened late.

This motion is moved to ask for an indicator. An indicator is on comparatively wider aspects. We also need objective data, for example temperature, penalties, the number of violations, the number of warning letters received, to help us understand the general situation. Maybe the most important thing is that they help non-professionals or committee members understand the situation quickly.

In fact, the Works Branch has devised a scoring system for road work and civil engineering work. This scoring system is made use of as a vetting standard for job tenders. The system takes into account delays, quality of material, performance and experience of professionals etc. It was reported to the Legislative Council recently that the authorities were considering to make industrial safety one of the factors for scoring.

I think in drawing up the two indicators, we can make reference to the scoring system adopted by the Works Branch. The system can be used in two
