HONG KONG URBAN COUNCIL
RESOLVED that the Legislative Council should be urged to give early funding approval for and the Government should be urged to expedite the construction of a new and modernised abattoir to be located far away from residential areas, so as to eradicate the pollution problem of the abattoirs in the urban area and the chronic deficit problem of the Cheung Sha Wan Abattoir; also, the Urban Services Department (USD) should be urged to adopt practical improvement measures and to enhance supervision of the two aforesaid abattoirs before their relocation in order to cut deficit and to alleviate the pollution caused to the environment and the environmental, hygienic, air pollutant and noise nuisances caused to the residents concerned.

Mr. Chairman, Councillors, my motion is seconded by Messrs. Eric WONG Chung-ki and Joseph CHAN Yuek-sut. The content of the motion has incorporated all the bright ideas of Councillors. The original motion represents Councillors' wish to act in the interest of the public and refrain from being partisan so as to support our representative to Legco in seeking an early funding approval; urging the Government to speedily construct a new modern abattoir far away from residential areas; and demanding prompt resolution of the problems of the two urban abattoirs, as well as the Yuen Long Slaughterhouse managed by the Regional Council, which included the chronic environmental, hygienic, air pollutant and noise nuisances caused to the residents and also the chronic deficit problem of the Cheung Sha Wan Abattoir.
The amended motion only represents the views of a particular party. If it had supplemented the inadequacies of the original motion, this would have been understandable. However, there are three shortcomings: there is nothing new in it; its content is repetitive; and the objective is narrow. It not only fails to serve the purposes of supplementing and perfecting the original motion, but also spoils its comprehensiveness and completeness by adding superfluous elements to the latter. Instead, the amended motion undermines the objective of the original motion which strongly urges government departments to strengthen the management of the urban abattoirs during the transition period with a view to achieving an overall improvement. As regards the original motion, I shall not repeat myself on the request for expediting the construction of a new abattoir because it has been discussed several times by the Council and the motion is self-explanatory enough. In comparing the two motions, I think there is nothing new in the amended motion. The pollution problems that are brought by wagons loaded with livestock, as stated in the amended motion, have in fact been included in the original motion. In the original motion, I request the Government to alleviate the environmental problems caused by the urban abattoirs before their relocation, which include all the pollution problems in the whole operation
