The revised fees for the slaughter of food animals at the Council's Cheung Sha Wan Abattoir have been determined by the Council on 2 May 1995 under section 77A(1)(a) of the Public Health and Municipal Services Ordinance, Cap. 132 and will be brought on a par with those to be charged at the privatized Kennedy Town Abattoir from August 1995. The revised fees will be effective on 1 July 1995 and will be published in the gazette in a general notice for public information.
It is estimated that the fee revision will reduce the Council's projected annual deficit (at 1995/96 price level) arising from the slaughter of food animals by $7 million. Even if these fee increases are passed on in full to the consumer, the impact on the retail prices of fresh meat would be minimal.
The revised slaughter fees have been agreed by the Public Health Select Committee, the Finance Select Committee and the Standing Committee of the whole Council.

CHAIRMAN (in Cantonese):-Before Mr. WONG gives his speech I would like to remind members that according to Standing Orders, each Member can speak on the motion for no more than 20 minutes. However, because of time constraint, I hope Members will be precise and brief in their speeches.
MR. JOSEPH CHAN (in Cantonese):-The time limit for members delivering their speeches at the Annual Debate was only 15 minutes, is the time limit extended?
CHAIRMAN (in Cantonese):-That was a decision made by the Standing Committee of the Whole Council at that time. We are now following the provision in the Standing Orders.
(5) MR. WONG KWOK-HING moved the following motion:
'RESOLVED that as the problem of unlicensed hawkers in the urban area is becoming more and more serious, immediate as well as radical measures should be taken to solve this problem, and accordingly this Council urges the Urban Services Department to strengthen hawker control measures and government authority concerned to address positively the consequences of increasing unemployment rate through enacting legislation to safeguard local workers' priority in employment, discontinuing the importation of overseas labour and strengthening employment services and retraining for workers.'
