(1)(b) Miss Ada Wong Ying-kay proposed an amendment to the original motion under Standing Order 21(13) as follows:

RESOLVED that the Urban Council should extend the opening hours of libraries and museums and set up a users liaison group and an advisory panel on library/museum services to improve the quality of library and museum services.'

She said (in Cantonese);—Mr. Chairman, I propose the amendment at this monthly meeting in the hope that while discussing and showing concern about library services, we could also pay attention to the museum services. In fact, if you say that library services need to be reviewed, museum services need that review too! I think that there is an urgency to review museum services because for important cultural venues such as museums and libraries, though they may be different in operation, they have something similar, both of them are important cultural facilities. I propose here an amendment to the motion by adding reference to museums in the hope of improving museum services, including the extension of opening hours, setting up of a users liaison group and enlargement of the advisory panel of each museum. I am now going to elaborate on this.

In 1990, that is around 6 years ago, museum services of the Urban Council moved into a new era. In 1990, we spent around $400 million to construct a Museum of Arts. The Space Museum was also refurbished and reopened. I read our meeting paper for that year and I learnt that the Council had high expectations in these museums. We wanted to see more visitors after the museums were expanded so that the residents' cultural life could be enriched. I read a paper of the Museums Select Committee dated back to 1990, in discussing whether there should be admission charges, the Council gave an
