Therefore, the Democratic Party suggests that a readers' liaison group be set up at every library and regular meetings should be held to understand the needs of readers. Besides collecting opinions, the readers' liaison groups could also introduce library services through meetings and enhance communication between library staff and readers, thus enabling us to promote library services.

On the other hand, in order to provide a more specialised library service, the Libraries Select Committee should consider following the practice of other select committees in inviting professionals to form an advisory panel which provides professional advice on the future development of library services. With the formulation of the 5-year plan for library services and the building of Central Library in the near future, there is indeed an urgent need to collect views from the public and plan for the future. The Democratic Party suggests that a readers' liaison group and an advisory panel be set up within 1996 to tie in with the drafting of the 5-year plan for library services.

Due to intense public demand, the opening hours of small libraries should be revised and confirmed in 1996. For the opening hours of district libraries, since it would pose a greater impact on the establishment, we propose that it could be reviewed in the 5-year plan. No matter what the result will be, a concrete proposal should be reached in 1996/97.
