follow. I consider that Members can amend my motion but I insist on discussing the issue here. Mr. Chairman, I would like to ask: There is a list showing the order of speaking. After the motion is seconded, Messrs. Joseph CHAN and MOK Ying-fan, etc. will speak according to the order of the list. Why did some Members suddenly move a dilatory motion without following the order of the list? I intend to maintain my original motion.
Chairman (in Cantonese): Since there is a proposer and a seconder, all Members have a right to move an amended motion or dilatory motion. Before Members speak on the original motion, another Member has moved a dilatory motion. So we have to deal with the dilatory motion first before we can revert back to the original motion. This is my answer to your question. Since the procedure is correct, we will put the dilatory motion to a vote.
The question on Mr. CHAN Noi-yue's motion to refer the matter to the Public Health Select Committee was put.
The motion was lost with 12 votes for and 18 votes against (the Chairman did not vote).
MR. CHRISTOPHER CHUNG (in Cantonese): Mr. Chairman, in view of the fact that the wordings of the motion are problematic, I propose to amend the motion as follows: 'In view of the deterioration of water quality in Victoria Harbour, this Council is concerned about water suppliers delivering sub-standard seawater to food establishments.'
I do not propose to amend the Ordinance.
Mr. Joseph Lai (in Cantonese): I still don't understand the meaning of the amended motion.
Mr. Christopher Chung (in Cantonese): 'In view of deterioration of water quality in Victoria Harbour, this Council requires that seawater suppliers comply with specific hygienic standards.' Just two sentences, very simple.
THE HON. SZETO WAH (in Cantonese): I ask that the amendment be put in writing because my memories are bad.
MR. LAI HOK-LIM (in Cantonese): A point of order. Mr. Chairman, any amendments must only add or delete words, but such omission or insertion of words must not have the effect of introducing an entirely new proposal. In the original motion, there is no mention of seawater suppliers, so I think this is a totally new motion.
CHAIRMAN (in Cantonese): In the English version, there is mention of the suppliers. I think Mr. CHUNG's amendment is acceptable if it is to delete the central part of the motion, i.e., urging the Government to amend the relevant legislation.
