There is no exaggeration to say that the quite extensive range of publications produced by the Public Information Unit, the Annual Report is the Council's flagship publication, since it faithfully records in pictures and words the latest year of progress in upgrading the quality of life for the three million-odd people living in the urban areas.

It is said that every picture is worth a thousand words. There is no need to expend a thousand words on this Report this afternoon-speaks for itself.

The Food Business (Urban Council) (Amendment) (No. 4) By-laws, made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council, will, when adopted:

(a) make it clear that meat lawfully imported into Hong Kong is exempted from the prohibition in the First Schedule; and

(b) prohibit the presence of dogs on food premises.
