fail to note from this Report references to the progressive computerisation of our network of public libraries, the refurbishment of the City Hall, the completion of various public park projects, particularly Quarry Bay Park, the launch of the New Year Countdown celebration at Victoria Park, the successful launch of the Green Hong Kong Campaign, and the additional splash of colour it has brought to our environment, and so on.
The Report has also highlighted the two biggest re-siting exercises of hawkers and street traders ever to take place in Hong Kong-one in North Point and the other in Sham Shui Po—and the environmental improvements in these re-siting exercises have brought to the two districts. All these cannot, of course, be achieved without the provision of new markets and the dedication of departmental staff concerned in meeting Council's priority objective in improving environmental hygiene in the territory.
A new, full-colour format was adopted in the production of this year's Annual Report, and it has certainly added not only colour but also depth and definition to the publication.
I commend the editors, designers and others in the Public Information Unit of the Council for this fine product.
I now move the motion for the Urban Council's Annual Report for 1993/94 to be formally adopted.
MR. PAUL YOUNG TZE-KONG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE (in English):—Mr. Chairman, since the Council's public relation comes under the Administration Select Committee, our members take a keen interest in all things touching on the Urban Council's image. There is no exaggeration to say that the quite extensive range of publications produced by the Public Information Unit, the Annual Report is the Council's flagship publication, since it faithfully records in pictures and words the latest year of progress in upgrading the quality of life for the three million-odd people living in the urban areas.
It is said that every picture is worth a thousand words. There is no need to expend a thousand words on this Report this afternoon-speaks for itself.
Mr. Chairman, I have pleasure in seconding the motion.

'RESOLVED that the Food Business (Urban Council) (Amendment) (No. 4) Bylaw 1994 be made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):---As Chairman of the Public Health Select Committee, I rise to move the motion standing in my name.
The Food Business (Urban Council) (Amendment) (No. 4) By-laws, made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council, will, when adopted:
(a) make it clear that meat lawfully imported into Hong Kong is exempted from the prohibition in the First Schedule; and
(b) prohibit the presence of dogs on food premises.
Mr. Chairman, I beg to move.
