MOTIONS
1.
MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion (in Cantonese):-
'RESOLVED that the Public Swimming Pools (Urban Council) (Amendment) Bylaw 1993 be made under section 42 of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in Cantonese):-Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-
'RESOLVED that the Public Swimming Pools (Urban Council) (Amendment) Bylaw 1993 be made under section 42 of the Public Health and Municipal Services Ordinance, Cap. 132.' This amendment will enable new admission fees and hire charges to take effect from 1 May 1993.
In March 1993 Members of the Recreation and Finance Select Committees noted that swimming pool operating costs were increasing. Given the Council's policy of optimising the use of the pool whilst carefully balancing the financial considerations and the need to set fees and hire charges at affordable levels, it was decided that:
(a) the admission fees should be increased by $1 (i.e. up to $15 for adults and $7 for children and senior citizen);
(b) the hire charges for reserved and/or exclusive use of pool facilities and equipment should be increased by about 10%; and
(c) the concessions for schools and subvented non-government organizations should be maintained.
It is estimated that this revision should reduce the overall operating deficit to about $100 million. And, the Council's subsidy for swimming pools will then be about 65%.
Against this background, Sir, I so move.

'RESOLVED that the Food Business (Urban Council) (Amendment) By-law 1993, the Frozen Confections (Urban Council) (Amendment) By-law 1993, the Milk (Urban Council) (Amendment) By-law 1993, the Commercial Bathhouses (Urban Council) (Amendment) By-law 1993, the Offensive Trades (Urban Council) (Amendment) By-law 1993, the Funeral Parlour (Urban Council) (Amendment) By-law 1993, the Undertakers of Burials (Urban Council) (Amendment) By-law 1993, the Swimming Pools (Urban Council) (Amendment) By-law 1993, and the Places of Public Entertainment (Licences) (Specification of Fees) (Urban Council Area) Notice be made under sections 56, 35, 49, 123, 92B and 42 of the Public Health and Municipal Services Ordinance, Cap. 132 and 7A(1) of the Places of Public Entertainment Ordinance, Cap. 172.’

The following amending by-laws, namely:
(i) the Food Business (Urban Council) (Amendment) By-law 1993; (ii) the Frozen Confections (Urban Council) (Amendment) By-law 1993; (iii) the Milk (Urban Council) (Amendment) By-law 1993;
(iv) the Commercial Bathhouses (Urban Council) (Amendment) By-law 1993;
(v) the Offensive Trades (Urban Council) (Amendment) By-law 1993; (vi) the Undertakers of Burials (Urban Council) (Amendment) By-law 1993; (vii) the Funeral Parlour (Urban Council) (Amendment) By-law 1993; and (viii) the Swimming Pools (Urban Council) (Amendment) By-law 1993
made under the Public Health and Municipal Services Ordinance now before the Council will, when adopted, increase fees of licences and permits for the following types of business:
(i) restaurants by 22%
(ii) other foods and drinks licences and permits by 5%; and (iii) trade licences by 13%
The Places of Public Entertainment (Licences) (Specification of Fees) (Urban Council Area) Notice 1993 made under the Places of Public Entertainment Ordinance seeks to increase the fees for places of public entertainment licences by 30%.
The existing fees for these licences and permits were effected on 1 April 1992. All fees for licences and permits are to be reviewed annually in order to recover deficits incurred upon administration in the licensing and control of these businesses.
