'RESOLVED that the Food Business (Urban Council) (Amendment) By-laws 1991, the Frozen Confections (Urban Council) (Amendment) By-laws 1991, the Milk (Urban Council) (Amendment) By-laws 1991, the Commercial Bathhouses (Urban Council) (Amendment) By-laws 1991, the Offensive Trades (Urban Council) (Amendment) By-laws 1991, the Funeral Parlour (Urban Council) (Amendment) By-laws 1991, the Undertakers of Burials (Urban Council) (Amendment) By-laws 1991, the Places of Amusement (Urban Council) (Amendment) By-laws 1991, the Swimming Pools (Urban Council) (Amendment) By-laws 1991, and the Places of Public Entertainment (Licences) (Specification of Fees) (Urban Council Area) Notice 1991 be made under sections 56, 35, 49, 123, 92B and 42 of the Public Health and Municipal Services Ordinance, Cap. 132 and 7A(1) of the Places of Public Entertainment Ordinance, Cap. 172.'
He said (in English):—Mr. Chairman, as Chairman of the Public Health Select Committee, I rise to move the motion in my name.
The following amending by-laws, namely,
(i) the Food Business (Urban Council) (Amendment) By-laws 1991;
(ii) the Frozen Confections (Urban Council) (Amendment) By-laws 1991;
(iii) the Milk (Urban Council) (Amendment) By-laws 1991;
(iv) the Commercial Bathhouses (Urban Council) (Amendment) By-laws 1991;
(v) the Offensive Trades (Urban Council) (Amendment) By-laws 1991;
(vi) the Undertakers of Burials (Urban Council) (Amendment) By-laws 1991;
(vii) the Funeral Parlour (Urban Council) (Amendment) By-laws 1991; and
(viii) the Swimming Pools (Urban Council) (Amendment) By-laws 1991;
made under the Public Health and Municipal Services Ordinance, now before the Council will, when adopted, increase fees of licences and permits for the following types of business:
(i) restaurant by 6%;
(ii) other foods and drinks licences and permits by 21%; and
(iii) trade licences by 4%.
The Places of Public Entertainment (Licences) (Specification of Fees) (Urban Council Area) Notice 1991 made under the Places of Public Entertainment Ordinance seeks to increase the fees for places of public entertainment licences

by 12%. The Places of Amusement (Urban Council) (Amendment) By-laws 1991 made under the Public Health and Municipal Services Ordinance seek to increase the fees for public skating rink licences by 67%.
The existing fees for these licences and permits were effected on 1 February 1990. All fees for licences and permits are to be reviewed annually in order to recover deficits incurred upon administration. This year, if these fees are not increased, the Public Health Select Committee will incur a deficit of about $4.3 million in the licensing and control of these businesses. It means that the overall subsidy is about 10%.
The Commercial Bathhouses (Urban Council) (Amendment) By-laws 1991, the Food Business (Urban Council) (Amendment) By-laws 1991, the Frozen Confections (Urban Council) (Amendment) By-laws 1991, the Funeral Parlour (Urban Council) (Amendment) By-laws 1991, the Milk (Urban Council) (Amendment) By-laws 1991, the Offensive Trades (Urban Council) (Amendment) By-laws 1991, and the Swimming Pools (Urban Council) (Amendment) By-laws 1991 make, if adopted, licences and permits issued under these by-laws valid for one year from the date on which the issue is authorized.
These amendments will bring these licences and permits into conformity with other licences and permits issued by the Council already on the same basis.
These amendments have been carefully considered by the Public Health Select Committee and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all implications of the proposals.

She said (in Cantonese):—Mr. Chairman, as Chairman of the Liquor Licensing Board, I rise to move the motion in my name.
The Dutiable Commodities (Liquor Licences) (Specification of Fees) (Urban Council Area) Notice 1991 made under the Dutiable Commodities Ordinance now before the Council will, when adopted, increase the fees for liquor and club liquor licences by 27%.
