We also looked at methods by which the three cities we visited re-cycled various materials such as glass, paper, aluminium cans and etc. In all these cities we had an opportunity to see how the city planners looked after and provided green areas to make their cities more attractive and provide an environment acceptable to local residents. We were also able to see the latest in recreation facilities including the Skydome in Toronto.
We visited the 'Ontario Science Centre' as well as the 'Science World' in Vancouver and were able to discuss with staff the problems in running such facilities. We also visited various concert halls, art galleries, museums etc. to discuss with the management problems in running, funding and the policy on entrance fees to such facilities.
We also saw several fun pools which provide water facilities for the population of the various cities and of the type of which the Urban Council is considering for some of our proposed, and perhaps, existing facilities.
We were received by both the Mayors of Toronto and Edmonton, and city officers and aldermen of the three cities we visited were most courteous and helpful in showing us their various current and future projects.
It was, Mr. Chairman, all in all, a very productive, enlightening and exhausting visit. A full report will be presented to Council in due course for Members' consideration.

1. MR. HILTON CHEONG-LEEN, CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE, moved the following motion:--
'Resolved that:
(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Municipal Services (Public Markets) (Designation and Amendment of Tenth Schedule) Order 1989 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in English):-Mr. Chairman, the purpose of the Declaration and the Order is to declare the Fa Yuen Street Market, Nelson Street Temporary Cooked Food Market, Soy Street Temporary Cooked Food Market, Sheung Fung Street Market and Sheung Wan Market to be markets to which the principal Ordinance applies, and delete the Hollywood Road Market, Mong Kok Road Temporary Market and Western Market (North Block) from the Schedule under section 79 of the Public Health and Municipal Services Ordinance, Cap. 132 in compliance with legal requirements.

'RESOLVED that the Hawker (Urban Council) (Amendment) By-laws 1989 be made under section 83A of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in English):-Mr. Chairman, the Hawker (Urban Council) (Amendment) By-laws 1989 increase the fees for hawker licences with effect from 1 September 1989. The new fees for the issue and renewal of hawker licences are shown under Part I of the amended Schedule to the principal by-laws, while the fees for the allocation of fixed pitches will remain unchanged.
Hawker licence and pitch fees provide only a fraction of the full cost of administering hawkers. The Urban Council subsidy for 1989/90 towards the administration and control of licensed hawkers will amount to 61%.
The flat increase of $300 ‘across-the-board' on licence fees only which I am now proposing is to avoid an anomaly caused by the largest fees always being increased by very large amount when a flat percentage basis is employed. Temporary licence fees will be increased from $230 to $250 and duplicate licence fees from $140 to $160. No change is proposed for Itinerant (Mobile Van) Hawker Licence for reasons that it being $19,000 a year, is amongst the highest of the other categories and the view has been taken that this is fair and reasonable based on the time and effort entailed in administering this type of hawker licence and the comparative business potential of its operation. Overall, the fee increases will result in an increase in revenue amounting to 12.3%.
Comparing with the rate of fee increases in previous years it is considered that the 70 per cent increase in 1987, compounded over the 5.3% in 1988 can be taken as an average annual increase of 12.42% from years since 1983, and 1984 to 1988. The percentage increase in revenue from the proposed fee increases is therefore in line with the average annual increase of 12.42% from
