Although it is only an increase of $1 per head for children, for a whole family, the increase would be proportional to the number of children. So the family's expenditure would increase on the number of children proportionally. Another point I wish to make is that there are few places for children to go for healthy recreation than for adults. I think swimming pool is definitely a good place to go that I think $1 increase is not acceptable and I am therefore voting against the motion.

MR. SAMUEL P. W. WONG (in English):- Mr. Chairman, I would answer or I would speak on a few but not all of them because there are about seven or eight of our colleagues have spoken. The answer to the first point made by Mr. C. K. CHAN, I think the Department had indeed included the coin-operating turn-stile management technique into it, so the new charges or the new subsidy has taken this into consideration. Referring to the other colleagues' question that if you have four children you will be spending more money in getting into the pool, I agree unless you are a firm believer of Mrs. Peggy LAM otherwise you have to spend a lot of money if you have more than two or three children in a family. But as a whole without these proposed increases, I tend to agree that the Council is not too much well off. But on the other hand, the proposed increases now can bring in only $2.8 million or 1.25 per cent to cut our losses by 5 per cent. As I mentioned before, the charges had never been increased for the past 23 months and during the deliberation in our Recreation Select Committee, some of our colleagues did point out that there is tendency if you do not put an increase now to recover some of the losses, next year you might increase more and as we have experienced recently with the Markets and Street Traders Select Committee increases in five or six years, there is a lot of public resistance. We beg, Mr. Chairman, I will again move the motion.
