Members will be pleased to note that the Director of Audit's Report and Certificate on the Statements is not qualified by any observation on the manner in which the Council's accounts have been kept and rendered.

Also in accordance with Section 40(4) of the Urban Council Ordinance, one copy of the certified statements will be forwarded to His Excellency the Governor.

THE CHAIRMAN, URBAN COUNCIL, moved the following motion:- 'RESOLVED that the Urban Council Annual Report for the year 1981-82 be approved.'

He said (in English):--The 1982 Annual Report tabled today is an attractive pictorial volume showing Council's activities over the past year. It covers all aspects of the Council's responsibilities from liquor licensing, control of hawkers and environmental health, to swimming pools, gardens, cultural presentations, museums, recreation and sports activities.

In the past year, the Council has made a significant contribution in the Clean Hong Kong Campaign by not only keeping streets clean but also helping to plant more trees and flowers in order to beautify the city areas. On the recreation front, the Council opened two multi-purpose complexes with games facilities, one on each side of the harbour. Work is also pressing ahead in getting the Hong Kong Coliseum in Hung Hom and the Ko Shan Road Open-air Theatre ready for use by early next year.

This Report encompasses the wide range of Council's capital works and programme activities, all designed for a happier and better living environment for our four million urban residents.

I move that this Annual Report be adopted.

3. MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:—

'RESOLVED that the Pleasure Grounds (Amendment) By-laws 1982 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'

He said (in English):Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-

'RESOLVED that the Pleasure Grounds (Amendment) By-laws 1982, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'

The purpose of the amendment By-laws is to change the name of the Victoria Park Tennis Exhibition Court (No. 14) to the Victoria Park Centre Court.

'RESOLVED that the Urban Council (Fees for Official Signatures and Miscellaneous Services) By-laws 1982 be made under section 41A of the Urban Council Ordinance, Cap. 101.'

He said (in English):-Mr. Chairman, I rise to move the motion standing in my name:--

'THAT the Urban Council (Fees for Official Signatures and Miscellaneous Services) By-laws 1982 be made under section 41A of the Urban Council Ordinance, Cap. 101.'

These by-laws arise from Council's decision to revise the fees payable for official signatures and miscellaneous services by the officers of the Urban Council from $20 to $25.
