You yourself admit in your speech when you say recruitment of hawker control force is a continuous burden unfairly imposed on the rate-payers. We should concentrate more on positive development of markets and bazaars and less on negative control but, in protesting, I oppose a large amount of ratepayers' money used to protect the rights of the triads in the hawker permitted areas. I shall therefore refrain.
