provide additional amenities without having to consider increasing the rates unless there is an absolute necessity to do so. Therefore, I have much pleasure, Mr Chairman, to second the motion.
CHAIRMAN (in English):-Discussion? Mrs ELLIOTT, please.
MRS E. ELLIOTT (in English):-Mr Chairman, I intend to refrain from voting on this motion as a protest against spending too much money, our rate-payers' money, on hawker control. You yourself admit in your speech when you say recruitment of hawker control force is a continuous burden unfairly imposed on the rate-payers. We should concentrate more on positive development of markets and bazaars and less on negative control but, in protesting, I oppose a large amount of ratepayers' money used to protect the rights of the triads in the hawker permitted areas. I shall therefore refrain.

The motion was carried with 17 votes for and 1 abstention. (The Chairman did not vote.)
