I and II

In my capacity as Vice-Chairman of the Administration Select Committee, I am pleased to inform the Council of the progress of training for departmental staff. Since the Council became financially autonomous in 1973, 78 staff members of the department have been sent for training overseas. 5 study tours have been organized during the same period involving 30 staff members. Details of the overseas courses and study tours arranged since 1973/74 are enclosed at Annexes I and II, which I lay upon the table.

Overseas Training

Where courses were not available locally, staff of the department were selected for training overseas.

Between 1973-74 and 1976-77, 51 members of the Health Inspectorate, 14 Amenities Officers/Assistants, 2 Pest Control Officers, 3 Assistant Librarians, 2 Senior Assistant Managers, 3 Assistant Managers, 2 Assistant Curators and 1 Museum Assistant were sent to attend specialist overseas courses. At present, all except 4 who are still under training abroad have returned to Hong Kong. As for 1977-78, in addition to 4 Health Inspectors who have already left for Britain to attend a Course on Insect and Pest Infestation in Food, 11 more officers of various grades will leave for training overseas. Among them, 5 members of the Health Inspectorate will be sent to the U.K. to attend courses in Administration, Food Technology and Health Education. One Senior Assistant Manager will be trained in London in the management of performing arts. 2 Assistant Librarians will be attached to libraries in the U.K. for training and 3 Amenities Officers will attend a 1-year course on Park and Recreation Administration at the Staff College of Park and Recreation Administration, U.K. In addition, 3 Amenities Officers are undertaking the 2-year course on Horticulture Training in Australia and 1 Museum Assistant is on a Certificate Course in Advanced Typography at the London College of Printing.

Training proposals for 1978-79 are being drawn up by the department and will be forwarded to the relevant Select Committee for consideration and approval.

Overseas study tours were arranged in 1975 and 1976 for 2 groups of USD staff to visit countries in Southeast Asia. The groups found the trips useful and beneficial as they were able to gather ideas from and exchange experiences with their counterparts in these countries.

3 other study missions were arranged in 1976-77. In August 1976, the Planetarium Adviser and the Project Engineer (an officer of the Public Works Department) visited planetaria in the United States and Canada. They were joined there by the two Planetarium Consultants, Professor Hagar and Mr. James WRIGHT.

A study tour of stadia and auditoria in the United States was organized in September 1976 in connection with the planning of the Hung Hom Indoor Stadium. In addition to the Chief Executive Officer (Stadium Management), the other three teams' members were from the Public Works Department and the Post Office (Telecommunication Division).

In February 1977 a study group comprising two officers from the department and two from the Public Works Department visited swimming pools in Montreal and Tokyo to obtain information on the design and management of the proposed "National" Pool at Kowloon Park.

The department is at the moment planning a number of study tours to countries in Southeast Asia. Instead of a large group of 13 members as in 1975 and 1976, smaller teams with specific assignments will be organized, each comprising three to four members. Proposals are being drawn up and will be forwarded to the relevant Select Committees within the next few weeks.

Local Training

I should like to add that, notwithstanding the foregoing, more emphasis is placed on local training in the department's training programme as can be seen from Annexes III and IV which I lay upon the table. Diploma courses in Meat and Other Foods Inspection and a Public Cleansing Testamur Course were organized locally in 1974 and 1975 respectively for Health Inspectors. The department is
