HONG KONG URBAN COUNCIL

Other high-lights of the past year include a Peking opera, a folk festival and 1 youth orchestra performance, as well as two competitions of the Telematch Games.

To entertain children and youths during the summer vacation, the Urban Council organized a series of summer programmes, consisting of 13 swimming parties, 3 swim-ins and 18 launch picnics. These have proved to be very popular, and an increased number of events has been scheduled for 1977-78.

(b) In 1976-77, 87 venues were used 530 times in all for staging our programmes. This figure does not include occasions for swim-ins and launch picnics.

The venues included the Council's parks and playgrounds (with very frequent use of some popular grounds such as the Morse Park Open-air Theatre, Victoria Park, Southorn Playground, Maple Street and Cheung Sha Wan Playground), skating rinks, swimming pools, indoor games halls; playgrounds now under the charge of the Housing Authority; Edinburgh Place; the C.G.O. Canteen; school halls; grounds of the Hong Kong Playground Association; City Hall Concert Hall etc.

In selecting venues, consideration has to be given to ensuring that there is a fair distribution of events staged in a particular district, the size of the audience these venues can contain, the suitability of such a ground for a particular kind of performance, whether a stage (mobile theatre or block stage) can be appropriately set up, and so forth.

Members may wish to note that during the past year, 56 functions were held at Wong Tai Sin District, 58 in Kwun Tong, 46 in Kowloon City, 46 in Mong Kok, 57 in Sham Shui Po and 43 in Yau Ma Tei. On Hong Kong Island, 72 events were organized in Eastern District, 45 in Wan Chai, 53 in Central and 54 in Western.

(c) The mobile theatre was used on 94 occasions during 1976-77, including two occasions when the theatre was rented out to other organizations at a rate of $700 per 4 hours.

(d) For the 1977-78 financial year, and with the provision of funds up to $2.5 million for entertainment programmes, it is planned to stage a total of 121 variety shows, 120 Cantonese operas, 120 films, 48 band concerts, 24 youth dances, 48 roller skating displays, 24 popular concerts, 24 Chinese orchestra/folk song performances, 72 puppet shows and 8 children's parties/fun fairs. There would also be 5 fiestas/carnivals spread through the year in April, September, October 1977 and January 1978, and an Amateur Singing Competition in November. There will be a series of Urban Council Summer Programmes from 14th July to 31st August, consisting of 30 launch picnics, 16 swimming parties and 10 hikes. The grand total of scheduled events is therefore 672.

MR. SHUM CHOI-SANG (in Cantonese): -Mr. Chairman, there are only 8 youth funfair activities this year against 24 pop-music concerts and parties. Can we increase the number so that more of the youths or children can take part in Urban Council activities?

MR. WONG SHIU-CHEUCK (in Cantonese):-Mr. Chairman, there are 8 such funfairs but we have also puppets and carnivals which are suitable for children. Of course, during the next year, we will increase such activities so that more children can take part in these programmes.

MR. SHUM CHOI-SANG (in Cantonese): -Mr. Chairman, the mobile theatre was used 94 times last year but was only rented twice to other organizations. Did these 94 occasions occupy the total time and, if not, why are other organizations not able to rent the mobile theatre?

MR. WONG SHIU-CHEUCK (in Cantonese):-I can be rather brief in giving an explanation here because the rent is $700 per 4 hours while for commercial purposes it is $1,000 per 4 hours. There are also site problems because of the size of the mobile theatre which is 14' x 18'.

(3) MR. LAWRENCE H. L. FUNG asked the following question (in English):-

(a) What overseas training opportunities have been given to our staff since April 1, 1973?

(b) Have there also been staff study missions?

(c) Is it intended to send more local staff for training courses and study tours?
