12. Works Planning

(a) With the Urban Council's financial scope, to evolve a general planning policy for the Council's capital works programme and to ensure, as far as possible, that land provided for use by the Council and the building programmes of the functional Select Committees and in conformity with this policy.

(b) To ensure that development of the Council's capital works programme, including those projects to be financed by Government in terms of the Memorandum of Administrative Arrangements and the switch-financing arrangements between the Council and Government, proceeds as quickly as possible within the limitations imposed by land availability, staff and financial resources, and planning capacity.

(c) To co-ordinate the individual building programmes approved by the functional Select Committees, to draw up an overall order of priority for the implementation of these programmes and to incorporate all projects to be financed by the Urban Council into a continuing 10-year development programme for approval by the Council.

(d) To secure maximum utilization of sites reserved or allocated for use by the Council by reviewing the building requirements of the Urban Services regions and districts and identifying the most appropriate form of development of particular sites.

(e) To investigate alternative methods of undertaking the design and construction of projects to be financed by the Council, including the setting up of the Council's own Works Section or the use of private architects, within the terms of the Memorandum of Administrative Arrangements.
