(c) Museum of History
(i) To promote understanding of and interest in local history, ethnography and archaeology through a continuous series of exhibitions, film shows, lectures and publications;
(ii) To maintain a programme of exhibitions and displays of materials related to local history, ethnography and archaeology;
(iii) To enlarge and develop the existing collections;
(iv) To develop a Natural History section;
(v) To develop and widen the scope of educational and extension services;
(vi) To assist the Hong Kong Archaeological Society in its activities.
11. Recreation and Amenities
Public Open Space
(a) (i) To achieve the maximum possible provision of suitable local and district public open space for the community at large, such as by way of urban renewal schemes, reclaimed land, or utilization of ex-military land.
(ii) To obtain an improvement in approved planning standards for the provision of local and district public open space to the greatest benefit of the community.
(iii) To ensure that, in all development schemes, suitable local and district public open space is provided to approved planning standards and in a way that will meet the varying recreational needs of the community.
(iv) To develop all local and district public open space allocated to the highest possible standard.
(v) To press for the proper conservation of all designated green belt areas and all other areas of aesthetic or recreational value.
Parks, Playgrounds and Amenity Areas, Indoor and Outdoor Sporting Facilities
(b)
(i) To achieve the highest possible standard in the management and maintenance of existing recreational facilities.
(ii) To provide more parks, playgrounds and amenity areas to the greatest benefit of the community.
(iii) To achieve further progress in the provision of a variety of modern recreational facilities for all age groups.
(iv) To press ahead with the programme for the construction of the Morrison Hill Indoor Games Centre (to be completed in 1978), district indoor games halls and other sporting facilities for training and competition.
(v) To maintain liaison with the many public and private organizations which have an interest in the Council's projects, or which may be able to assist in meeting public demand for additional facilities.
(vi) To promote a programme of recreation in co-operation with public and private organizations, as appropriate, in order to provide for the better development of recreation and sport in all walks of life.
Amenity Planting

(c) (i) To continue the amenity tree, shrub and flower planting programme, with particular emphasis on the mass planting of colourful flowering species.
(ii) To continue to lay down increased stocks of semi-mature trees for planting out along roadsides, and around new public buildings; to utilize all available space for such planting, and to preserve mature trees wherever possible; and to collaborate with the Director of Public Works in the creation of tree-lined avenues and promenades.
(iii) To seek public co-operation in beautifying Hong Kong with trees, shrubs and flowers and in the care and protection of these amenities.
Beaches
(d)
(i) To ensure the proper conservation and use of all gazetted beaches in the urban areas.
(ii) To push ahead vigorously with plans for new beach buildings in order to match the growing public need, and to maintain existing facilities to a high standard.
(iii) To provide an adequate and suitable range of mechanised equipment for beach cleaning, so as to enable all beaches to be kept clean and litter-free.
(iv) To maintain and improve water safety so as to save lives, by the proper provision of rescue equipment, by improving the training programmes for lifeguards, by exercising a vigilant and continuous watch on swimmers within the boom areas through shore/sea patrols and from watch towers; and by increasing public awareness by publicising water safety rules via the press, prominent notice boards on the beaches, and through promotional pursuits as part of Urban Council "Learn to Swim" courses.
Swimming Pools
(e)
(i) To ensure the proper utilization of all Urban Council swimming pools in the public interest, and to maintain cleanliness of all pools at a high level, by vigilant supervision and the proper and controlled use of mechanical and chemical processes to ensure compliance with the highest safety standards.
(ii) To push ahead vigorously with the swimming pools programme so as to obtain the provision at the earliest possible date of the maximum number of swimming pool complexes under Government approved plans of one pool complex to each 250,000 of the population. To build other swimming pools wherever this becomes possible or specially desirable, either by donation or arising from Government proposals for providing additional pools and to ensure that these come up to approved planning standards.
(iii) To maintain and improve water safety at Urban Council swimming pools so as to save lives, by the proper provision of rescue equipment, by improving the training programmes for lifeguards, by exercising a vigilant and continuous watch for swimmers getting into difficulties, and by increasing public awareness through publicising water safety rules via the press, prominent notice boards, and through promotional pursuits as part of the Urban Council "Learn to Swim" courses.
