the Miscellaneous Licences Ordinance. Parts V, IX, X and XII and the First Schedule to the Miscellaneous Licences Regulations have continued to apply but are now being replaced by the by-laws referred to in the motion.

By-laws 4 to 8 lay down the application forms to be used, the term of licence, the fees payable, the licensing requirements and the conditions under which the Council may refuse to grant, renew or revoke a licence.

By-laws 9 to 17 relate to the conduct of business of a licensee in the licensed premises.

By-laws 18 to 20 provide for entry and inspection by authorized officers of premises in respect of which an application for a licence has been made or a licence has been issued, penalties for various offences under the by-laws and prosecution against offenders.

Since 1st April 1973, the Urban Council has been the licensing authority in the urban areas under section 92A of the Public Health and Urban Services Ordinance for public billiard saloons, public bowling-alleys, public table tennis saloons and public skating rinks—a function previously performed by the Commissioner of Police under
