He said (in English):-It is necessary that two Members of the Council, one other than the Chairman, should authenticate the fixing of the common seal of the Council, and it has been proposed that the Vice-Chairman be authorized to do so. I so move.

The motion was carried unanimously.
(7) THE CHAIRMAN, URBAN COUNCIL moved the following motion:
"RESOLVED that, under Section 5 of the Urban Council Ordinance, Number 19 of 1973, authority is hereby delegated to the Director of Urban Services, or any Deputy Director or any Assistant Director of the Urban Services Department to execute on behalf of the Council any contract or instrument not required to be under seal, and that all contracts signed by any members of the Urban Services Department since the 1st day of April, 1973, are hereby ratified."
He said (in English):-Motion No. 7 concerns the delegation of authority to the officers of the department to execute on behalf of the Council any contracts and other matters not required to be done under seal, and also to ratify all such actions since 1st April. A list is available for Members' inspection. I have pleasure in moving this proposal which stands in my name.
