He said (in English):—Motion No. 4 concerns the Standing Committee's actions since 1st April, and I so move.

MR. CHEONG-LEEN (in English): —Mr. Chairman, I have pleasure in seconding.

(3) THE CHAIRMAN, URBAN COUNCIL moved the following motion:

"RESOLVED that, under section 36(1) of the Urban Council Ordinance, the Urban Council hereby delegates to the Standing Committee all the powers and functions of the Urban Council with the exception of those powers specified in section 36(4) of the Urban Council Ordinance."

He said (in English):—The next five motions which stand in my name are being put to Council on your behalf. They are intended to comply with the provisions of the Ordinance, to ratify actions taken and to regularize certain delegations of powers. Therefore, Standing Order 13, section 4, applies in respect to the number of motions. If it is your wish, I will take them as they are listed, one by one.

The first one concerns the Standing Committee. The Standing Committee is constituted under the Ordinance, section 30, sub-section 2, and as Mr. Hu pointed out just now the Standing Committee has been most active and is, in fact, the co-ordinating and executive body of the Council. It is necessary for this delegation of powers to take place with the safeguard as prescribed under section 36, subsection 4. I propose the motion against my name under number 3 of the agenda.

(5) THE CHAIRMAN, URBAN COUNCIL moved the following motion:

"RESOLVED that the Urban Council, in exercise of its powers under Section 4(1)(a) of the Urban Council Ordinance, number 19 of 1973, does hereby authorize the fixing of its common seal on the Memorandum of Administrative Arrangements made between the Urban Council and the Government of Hong Kong, when the contents of such memorandum have been approved by the Urban Council."

He said (in English):—The next motion concerns the Memorandum of Administrative Arrangements. This Memorandum was considered at great length by the old Finance & General Purposes Select Committee, and finally approved by them on the 5th January. It was subsequently adopted by the Standing Committee on the 14th February. It is on the basis of this Memorandum that the Council has carried on since 1st April. Now the Central Government has invited the Urban Council to sign and seal it, and we are therefore seeking your authority to do so. I so move.
