(iii) To improve the standard of cleanliness and hygiene in all markets.

(iv) To continue discussions with the Secretary for Housing with a view to working out an agreed policy concerning the provision and management of markets in existing and new housing estates.

(v) To continue the planned research programme into the retail marketing needs of the urban areas, examining in particular the changing pattern of consumer demand, the trend towards bulk delivery and distribution of market commodities and the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.

(vi) To continue to foster understanding and co-operation with dealers in the market business and with Government departments in the planning and improvement of marketing facilities.

(b) Abattoirs:

(i) To continue to ensure the abattoirs at Kennedy Town and Cheung Sha Wan are run in accordance with the highest standards of hygiene and efficiency.

(ii) To continue to carry out the further mechanization and expansion programmes of the existing abattoirs and by-products plant as recommended by the Abattoirs Working Party with a view to minimizing labour costs and maximizing overall efficiency and productivity.

(iii) To keep under continual review the possibilities of promoting the use of refrigeration in the local meat industry so that, at a later stage, the need for an increase in storage space for artificially cooled meat in the abattoirs may be considered.

(iv) To continue in-service training to ensure a constant supply of skilled butchers.

(v) To push ahead with the local training of Health Inspectors in Meat and other Foods Inspection which includes the engaging of a veterinary officer to meet the shortage of qualified Food/Meat Inspectors.

(vi) To expedite forward planning of a new abattoir to meet the requirements of the expanding population.

(vii) To review the limited meat delivery service run by the Kennedy Town abattoir with a view to reducing it if necessary.

10. Museum and Art Gallery

(a) To prepare detailed plans for the new museum and art gallery at Tsim Sha Tsui so that building work will begin as soon as the site is vacated in 1975.
