programme allows for stadium foundation works to commence this year and the podium structure next year. This will allow the stadium to be completed in 1976.

With regard to the football stadium at Ho Man Tin you will, Mr. Chairman, be aware that Schedule of Accommodation prepared by U.S.D. was approved by the Recreation and Amenities Select Committee and passed to Architectural Office of P.W.D. for processing. Subsequently, only last month, it was suggested that consideration be given to the provision of facilities, additional to those contained in the Schedule of Accommodation already under consideration, beneath the spectator stands of the stadium. The original Schedule has therefore been revised by discussions between U.S.D. and P.W.D.
It has now been agreed to proceed designing a stadium using the original Schedule and then, on the sketch plan which results, seeing what additional accommodation can be fitted into the space available within the limitations of the basic structure.
It is therefore too early at present to give a definite programme although it is the current intention to commence building works early in 1974 and complete all works by 1976.
MR. SALES:—Mr. Chairman, thank you very much and, through you, the Director of Public Works. If my colleagues do not wish to ask supplementary questions, I would like to put Question No. 2.
(2) MR. A. de O. SALES asked the following question:
As Hong Kong is accumulating a big surplus once again, will you please tell this Council whether the Government has accepted our proposals for:
(a) The Kowloon Civic Centre and
(b) The Causeway Bay Sports Centre?
THE CHAIRMAN, URBAN COUNCIL, replied as follows:-
The projects for the Kowloon Civic Centre and the Causeway Bay Sports Centre have been included (as investigation items) in Category B of the Public Works Programme so that orders of cost can be established with a view to approaching Finance Committee for approval.

When is it likely that the Government will start building the additional multi-purpose district halls such as the one at Kai Tak East which the Council has proposed?
THE CHAIRMAN, URBAN COUNCIL, replied as follows:-
The answer to this question is that Government's attitude towards multi-purpose games halls remains unchanged, that is, that the Kai Tak East prototype now under construction must first be completed and evaluated in operation before any general programme can be contemplated.
MR. SALES: -Mr. Chairman, would you be kind enough to define the term "Government" in this context?
CHAIRMAN:-Secretariat.
MR. SALES: Does it include the Urban Services Department?
CHAIRMAN:-It does not, Mr. SALES.
MR. SALES:-Then am I to understand that the Urban Services Department supports the Urban Council in wanting these additional halls to be built as soon as possible?
CHAIRMAN: Naturally, Mr. SALES.
MR. SALES: Thank you very much, Mr. Chairman.
MRS. C. J. SYMONS:-Mr. Chairman, may I ask a supplementary please? By what date do you expect this Kai Tak East prototype hall to be ready?
CHAIRMAN:-Subject to correction possibly by the Director of Public Works who might have additional information, I believe some time this year.
