ADDRESS BY CHAIRMAN.

CHAIRMAN: Ladies and gentlemen, I would like to say a few words about Dr. Raymond LEE who passed away in Vancouver on the 21st February. Dr. LEE was first elected to this Council in May 1953, and served it well until he left Hong Kong in February 1967. I knew Dr. LEE personally when I was last in this department and how he gave his all for the betterment of Hong Kong and the people living here. I have written to Mrs. LEE conveying our deepest sympathy and sincerest condolences.

The minutes of the meeting held on 1st February, 1972 were confirmed.

PAPERS.

THE CHAIRMAN laid upon the table the following papers:

(1) Report on the work of the Urban Council and Urban Services Department for the month of February, 1972.

(2) Analysis of Staff Increases 1972-73-Urban Services Department.

(3) Analysis of Other Charges 1972-73-Urban Services Department.

(4) Analysis of Draft Estimates 1972-73-Resettlement Department.

MR. HILTON CHEONG-LEEN:-Mr. Chairman, Last week Monday, together with two other Urban Councillors, Mr. Peter C. K. CHAN and Mr. Henry WONG, I attended a meeting called by an Ad Hoc Committee of female residents of Blocks 1, 5, 17, 18, 20 and 21, Tung Tau Estate.

The purpose of the meeting was to press for sturdier wooden doors and other improvements to the ladies' bathrooms in these six blocks. Several speakers attending the meeting stated that the present facilities were very inadequate, and represented a "menace to the personal security" of the female residents using the bathrooms.

(Mr. B. A. BERNACCHI arrived at this point).

Senior representatives from the Resettlement Department and the City District Office also attended the meeting. The Resettlement Department representative advised the meeting that work on improving the female bathroom facilities in these six blocks should commence in April and could be completed several months thereafter.

Mr. Chairman, I was impressed with the dedication of the members of this Ad Hoc Committee in seeking an improvement in the living environment in these six blocks in Tung Tau Estate. They expressed their needs in pretty forthright language, and I believe that the Resettlement Department is doing everything it can to meet their wishes.

This kind of "grass-roots" democracy should be given every encouragement. The Resettlement Department should give maximum co-operation, and equally in turn the residents should co-operate with the Resettlement Department in improving the standard of management of the estate blocks.

As an example, I suggested to the members of the Ad Hoc Committee that they should tell their fellow residents not to indiscriminately throw rubbish in corridors, courtyards or other open spaces. Apart from asking Government to provide improved facilities, residents must get used to the principle of self-help, and of supplementing and improving on what the Government has so far provided.

I think that the Resettlement Department and the City District Office should now actively encourage the residents living in these six blocks to develop a stronger spirit of self-reliance and self-help. The Ad Hoc Committee's support could be enlisted in the fight to eliminate completely the indiscriminate throwing of litter in courtyards, corridors and other open spaces.

QUESTIONS.

(1) MR. A. de O. SALES asked the following question:

Could this Council be informed how soon it is intended to start actual construction work on:

(a) The Hung Hom Indoor Stadium and

(b) The Ho Man Tin Football Stadium,

and when they are likely to be completed?

THE DIRECTOR OF PUBLIC WORKS replied as follows:

Sir, revised sketch plans and estimates for the indoor Stadium have been submitted to Colonial Secretariat for onward transmission to the Public Works Sub-Committee for upgrading of the item to Category A of the Public Works Programme. Members are, of course, aware that the building works programme is part of the overall development of the Hung Hom railway terminus. The current
