(2) MR. A. de O. SALES, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, moved the following Motion:-
"That the Pleasure Grounds (Amendment) By-laws 1971 be made under Section 109 of the Public Health and Urban Services Ordinance, Cap. 132."
He said: Mr. Chairman, I wish to propose to-day's second motion for which notice has been given on behalf of the Recreation and Amenities Select Committee.
The purpose of the proposed amendment to By-law 20 of the Pleasure Grounds By-laws is to prohibit any person from placing any buildings, structures or any other materials in any public pleasure ground without the Council's permission. The amendment also empowers the Council to remove any such structure or materials left in any public pleasure ground both before and after the prescribed period of time.
The addition of Item 10 to Part II of the Schedule to the Pleasure Grounds By-laws is to provide a separate charge for the use of obstacle golf courses.
MR. HENRY H. L. HU:- Mr. Chairman, I would like to second the Motion.

(3) MR. HENRY H. L. HU, CHAIRMAN of the Resettlement Management Select Committee, moved the following Motion:
"RESOLVED that in respect of Public Markets in resettlement estates, the Urban Council does hereby delegate, under Section 142 of the Public Health and Urban Services Ordinance, Cap. 132, and in accordance with Section 60 of the Urban Council Ordinance, Cap. 101, the powers contained in the Public Market By-laws made under Section 80 of the Public Health and Urban Services Ordinance, Cap. 132, to the Resettlement Management Select Committee."
He said: I rise to move the Motion standing in my name.
The programme of construction of modular markets in resettlement estates is now well advanced, and the first modules will be ready for handing over in the very near future. As Members are aware, this Council and the Urban Services and Resettlement Departments place great store by the modular markets and it is incumbent upon us to do all we can to ensure that these markets will be a success.
The modular markets in resettlement estates are a new concept and as such they will produce a great many new problems; not the least of these problems will be that of control. At a joint meeting of the Resettlement Management, Hawker Management and Markets Select Committees this matter was discussed at very considerable length and it was finally agreed that, in the interests of efficiency, the management of these markets should be vested in the Resettlement Department. The purpose of the Motion now before Members is to provide the Resettlement Management Select Committee with the necessary powers under the Public Market By-laws to enable proper control of these new marketing facilities to be exercised. The Resettlement Management Select Committee, once it is vested with these powers, will be able to further delegate such powers as it considers necessary to Resettlement Department staff together with the necessary day-to-day control of marketing activities.
