To deal with matters pertaining to estimates of expenditure in connection with proposed new building projects, staff, equipment, etc.

To determine overall hawker policy.
(a) To implement the overall hawker policy determined by the Hawker Policy Select Committee; to exercise the powers and functions of the Council under Sections 86(2) and (3) of the Public Health and Urban Services Ordinance (Cap. 132) and
By-laws 4; 5; 6(1); 7(1), (5) and (6); 8(1); 9(3), (4) and (5); 10(1) and (2); 13(2); 14; 15(1), (2) and (3); 16; 21(2), 23; 24(2); 25; 26; 26A; 29(b) and 31(1) of the Hawker By-laws (Cap. 132 [sub-leg]); and to deal with breaches of licence conditions by hawkers.
(b) In the light of experience to recommend to the Hawker Policy Select Committee any changes in hawker policy or legislation which may appear from time to time to be desirable.
