The purpose of the motion is to empower the Director of Urban Services to carry out a routine exhumation programme for 1971 in order to provide space for future burials in the cemeteries concerned. If the motion is passed, notice of the intended exhumation will be published in the usual way in the Government Gazette and in the Chinese press, so that any person who wishes to arrange for private exhumation, may do so.

"RESOLVED that any public officer for the time being holding, or discharging the functions of, any of the offices specified in the schedule hereto be authorized to exercise the powers conferred by Section 86(1) of the Public Health and Urban Services Ordinance, Chapter 132.

The purpose of this Motion is, I think, already clear and, in effect, it merely confirms the delegation of powers which have in the past been held by Hawker Licensing staff.

One point which I feel I must make is that the provision of these powers to our staff is very necessary in view of the increasing obstruction which is being caused on our streets and pavements by hawker goods and paraphernalia. We are unlikely to be able to make any real improvement in the environmental conditions of our city until we have persuaded people that streets and pavements are not provided as free storage areas. In particular, hawker barrows, abandoned stalls, boxes and baskets add to the already congested state of our urban areas and
