The answer to the third part of the question is that construction work can commence about 8 to 9 months after the project has been upgraded to Category A of the Public Works Programme.
As regards the fourth part of the question, the area between Sir Cecil's Ride and the Girl Guides Headquarters is zoned as open space and whether or not the area could be made available for parking spaces will require detailed investigations in connection with other development in the vicinity.
MR. NG:--Mr. Chairman, I understand that it is possible to develop this area next to the Girl Guide Headquarters into parking areas. Could this matter be referred to the Select Committee for further detailed discussion?
CHAIRMAN:---I think this matter has already been discussed by the Select Committee but I will put it back to them again if you like.
MR. NG: From what I understand, the Select Committee has not discussed this particular portion or its use.

SALES:-I would like to thank the Director of Public Works for his very enlightening reply and I would like to encourage him to let the children swim in these catchment areas even though they may not be constructed as swimming pools. I well recall how much fun I had swimming in these reservoirs and catchment areas in my school days, and MR. CHEONG-LEEN will vouch for that because he also was a party to such swimming.

The subject matter raised in part (b) of the question does not fall within my jurisdiction. However, I am informed that consideration is being given to a proposal to permit the use of communal T.V. aerials under licence. The implementation of this proposal raises complex issues, and I am further informed that these are currently under active consideration.
MR. BLAKER:--Mr. Chairman, the Government, through the Resettlement Department, is landlord to about a quarter of the Colony's population in individual buildings which house many thousands of persons in any one building. Anywhere else in the world the practice in such buildings is for the landlord to install communal aerials as being tidier, more economical and cheaper of maintenance. I fail to understand why the Commissioner for Resettlement says that this does not fall within his jurisdiction and I would like you to explain to me why this does not fall within his jurisdiction. If he insists in that view, in whose jurisdiction does it fall?
COMMISSIONER for RESETTLEMENT:-If I understand the question, the subject matter is which authority gives permission to erect communal T.V. aerials? That is not in my jurisdiction, Sir.
CHAIRMAN: ----There are complications on this, MR. BLAKER. Perhaps I can explain them to you later.
MR. BLAKER :--I am aware there are complications, but I am also aware that many individual landlords in Hong Kong have erected communal aerials for the persons living within their building as their tenants. If this has been done by private enterprise, why is it not done by Government?
CHAIRMAN:-I cannot add to what has already been said, MR. BLAKER.
MR. BLAKER:--Mr. Chairman, can no answer be given as to whose jurisdiction the erecting of communal antennae falls in?
CHAIRMAN: It is not just a question of erecting the aerials, there are other matters involved.
